The fellow is responsible for determining whether a consortium participant, including foreign participants in the consortium under domestic or foreign grants, has submitted assurances to NIH that would cover its activities within the consortium and, if not, to ensure that all necessary assurances or certifications are submitted to NIH. The full presentation of these requirements and their applicability to consortium participants are contained in the requirements, objectives and other ownership mandates in the IIA. The following information must be made available to the NIH as part of a competing application for consortium agreements: the fellows are responsible for negotiating research and development rates with NIH-granted consortium participants, unless the consortium is a foreign organization, the prize is awarded for training purposes or the consortium participant has entered into a negotiated collective agreement. If the consortium participant is a foreign organization or if the prize is awarded for training purposes, the ADF is limited in accordance with the guidelines for these award categories. In any event, if a fellow (or consortium participant) proposes to transfer work to a foreign site, prior authorization from the ICR is required, that the scope of application be changed.
